NEW DEVELOPMENTS IN INTERNATIONAL SANCTIONS

On 23 April 2026, the Council of the European Union adopted the 20th package of sanctions against Russia and Belarus, in response to the continuation and intensification of Russian aggression against Ukraine.

The new package significantly strengthens existing restrictive measures, focusing on the energy, financial (including crypto-assets and central bank digital currencies), commercial, military-industrial and services sectors, as well as on entities and operators located in third countries that facilitate the circumvention of international sanctions.

Furthermore, sanctions are being tightened once again in the key sectors that constitute the economic and technological sources sustaining Russia’s military effort in Ukraine. In particular, restrictions are being reinforced regarding the transport of hydrocarbons, financial services, transactions involving crypto-assets, dual-use goods, sensitive technologies and supply chains linked to the Russian military-industrial complex Translated with DeepL.com (free version)

The package also expands the list of individuals, financial institutions, companies and operators subject to prohibitions or restrictive measures, adding 120 new designations and new economic sanctions targeting strategic sectors that fuel Russia’s war of aggression against Ukraine.
